Lone Star Circle of Care (LSCC) is searching for a strategic, high-performing Chief Financial Officer (CFO) to join its talented team.  LSCC, a private, non-profit outpatient clinical system with the federally qualified health center (FQHC) designation, currently operates 27 clinics across six counties in Texas.  LSCC’s scope of services include primary care for all ages, integrated behavioral health, comprehensive OB/GYN, dentistry, optometry, pharmacy, and mobile mammography services. LSCC serves over 97,000 unique patients annually, has 675 employees, and operates on a $100 million budget.

Responsibilities

The CFO is a key advisor to the CEO and senior leadership team and frequently collaborates with the board of directors. The ideal candidate has significant health care accounting and finance experience, strong communication skills and high emotional intelligence, proficient at linking strategy and finance, experience with merger and acquisitions, understands federal and state procurement and compliance requirements, competent in developing rapport with key stakeholders, and supports optimization of operations.

 

Essential Functions of the Role

 

The Chief Financial Officer’s functions include, but are not limited to:

  • Develops, directs and evaluates the organization’s financial performance and health.
  • Develops and implements financial strategies that ensure a sustainable operations model is employed meeting short and long-term goals.
  • Evaluate and advise on the impact of long-range planning, introduction of new programs/strategies and regulatory action.
  • Provides oversight and strategic direction in the development and analysis of budgets, financial reports and financial trends.
  • Recommends and enforces policies and procedures of the organization by way of systems that will improve the overall operation and effectiveness of the organization.
  • Provides technical financial advice and knowledge to others within the financial and revenue cycle disciplines.
  • Participates in continual improvement of the budgeting process through education of department leaders.
  • Provide strategic financial input and leadership on decision-making issues affecting the organization, i.e., evaluation of potential alliances, acquisitions and/or mergers and investments.
  • Optimize the handling of bank and deposit relationships and initiate appropriate strategies to enhance cash position.
  • Develop a reliable cash flow projection process and reporting mechanism that includes minimum cash threshold to meet operating needs.
  • Remains up to date on health care policy, health care financing models, accounting treatment, and other legislature impacting the organization.
  • All other duties as assigned and as required.

Qualifications

Necessary Qualifications

The Chief Financial Officer shall:

  • Hold a bachelor’s degree in Business Administration, Accounting, Finance or related field.
  • Have a minimum of ten (10) years progressive financial experience.

A successful Chief Financial Officer demonstrates diligence, excellent business judgment, and strategic thinking.  They can work both independently and collaboratively as part of a collegial, fast-paced team.  They operate with a high level of accuracy while gaining support for opinions and decisions through personal persuasiveness, negotiation, and forming alliances with other interested parties.  They establish and maintain credibility and trust with LSCC employees, the LSCC executive team, and the LSCC Board of Directors.  They build relationships with partner organizations, vendors, and key stakeholders.  They quickly master the requirements of Federally Qualified Health Centers, applicable Texas and federal laws and regulations, and industry standards and best practices.
